Does ceramic coating prevent scratches and rock chips?

No. It adds some resistance to light wash marring, but it will not stop rock chips or real scratches. It protects against the elements and makes the car much easier to keep clean.

Do I need paint correction before ceramic coating?

Every package includes at least a one-step polish. If your paint has heavy swirls or water spot etching, a multi-step correction first is worth it, because the coating locks in whatever is under it.
